Depending on the SCOM role you are using you might need to give the user the ability to see and run scheduled reports. For example you add the user into the SCOM Operator role in addition you create Report Operator role and you assign this Report Operator role permission for Reporting Services. Marnix Wolf has written a great blog post about assigning permission for Report Operators.
Usually you assign the permissions MyReports and Browser to run reports. The problem is that you won’t see the scheduled reports.
If you want to be able to see an run scheduled reports you need an addition permission called Content Manager…
…and finally you will see the reports…

If I understand you correctly, you want to use reports in the SCOM web console? Right? You can use reports in the SCOM web console BUT you need to add your reports as favorite reports in the regular SCOM console first, then they will appear in the web console.

There is still I think a problem. When the authorisations are set like the article above, the user can still delete any folders containing reports via the url http://myserver/reports.
Can we avoid that ?
